We use the published UPS and USPS rates to determine shipping costs for packages.  When quoting a price for shipping, you will receive a quote for the cost of shipping an item to your zip code, an additional $1.50 for packing, and the cost of insuring your package.  Start getting the service you are paying for, and tell retailers that "pad" their shipping to play it fair!
